Verwertungsregeln unter Dach und Fach
Nachdem die Beteiligungs- und Verwertungsregeln für das 5. Rahmenprogramm am 22.12.1998 von den Mitgliedstaaten verabschiedet worden waren, hat die Europäische Kommission zu den Artikeln 4, 8, 11 sowie 14-20 der Beteiligungsregeln sogenannte Durchführungsbestimmungen erarbeitet und in den vergangenen Wochen mit Vertretern der Mitgliedstaaten diskutiert.
Beide Texte, d. h. die Beteiligungsregeln und Durchführungsbestimmungen sind Grundlage für den neuen Mustervertrag, der voraussichtlich Ende März 1999 vorliegen wird. Am 19.2.1999 einigten sich Kommission und Mitgliedstaaten auf den Wortlaut der Durchführungsbestimmungen. Web-Service des 5RP veröffentlicht E-Mail-Kontaktadressen
Der Web-Service des Fünften Rahmenprogramms (5RP/FP5) hat am 24. Februar 1999 die folgenden E-Mail-Kontaktadressen für das Fünfte Rahmenprogramm für Forschung, technologische Entwicklung und Demonstration veröffentlicht:
GD XII beantwortet häufig gestellte Fragen betreffend Anwärterstaaten und 5RP
Da es zweifellos beträchtliches Interesse hinsichtlich der Teilnahmebedingungen für die Partner aus Ländern geben wird, die Anwärter für den Beitritt zur Europäischen Union sind, hat die Generaldirektion XII der Europäischen Kommission eine Webseite mit "Häufig Gestellten Fragen" (FAQ) angelegt.
Auf diese Webseite konnte am 25. und 26. Februar 1999, in Essen anläßlich der Einführungskonferenz für das Fünfte Rahmenprogramm (5RP) für Forschung, technologische Entwicklung und Demonstration (FTE) Zugriff genommen werden.

"Treasures from Europe's National Libraries" exhibition on the Web
The Conference of European National Librarians (CENL) is proud to present a new virtual exhibition with descriptions and images of treasures from all over Europe, going back as far as the 8th century.
The national libraries have selected some of the most stunning artefacts in their collections, like rare and precious books, illuminated manuscripts, bookbindings, drawings, prints and decorated papers. The treasures include the Gutenberg Bible, the Koran in silk, the famous Codex Gigas and work from Frédéric Chopin, Jan Amos Komensk, W.A. Mozart, Fernando Pessoa, Rembrandt and many others. Together, these treasures are a small but impressive representation of European cultural heritage.
The exhibition has been designed in such a way, that the treasures can be browsed in various ways. It is possible to look at the treasures from a particular country, but they can also be found according to their format, their content or their creator, independent of their present location.
A chronological index makes it possible to view these European cultural highlights from century to century. Short descriptions have been added to provide essential information about the treasures, their creators and their provenance.
This virtual exhibition has an open ending. The first version of "Treasures from Europe's National Libraries" includes about a hundred treasures from 24 national libraries of Europe. The exhibition is incorporated in 'Gabriel, Gateway to Europe's National Libraries', the WWW-service of the Conference of European National Librarians.
In total 39 national libraries participate in Gabriel, and more treasures from all libraries will be added soon. The exhibition was created and designed by Richelle van den Dungen Gronovius at the Koninklijke Bibliotheek, the national library of the Netherlands.

News from IST Information Day, Paris
An IST information day was held in Paris on 22 February 1999, attended by over 4000 people.
There will be two Calls for Proposals under the IST programme in 1999. These will be on 16 March and 15 September. The Action Lines of greatest interest to libraries, museums and archives are AL III.2.3 and III.2.4. These are covered by the Cultural Heritage Applications unit (DG XIII/E-2) which includes many staff from the former Electronic Publishing and Libraries unit. Not all Actions Lines will feature in all CfPs.
The 16 March CfP will include Action Line III.2.3: Access to scientific and cultural heritage. The deadline will be 16 June. The 15 September CfP will include Action Line III.2.4: Digital preservation of cultural heritage. The deadline is likely to be in December.
A feature of the IST programme will be a revised Workprogramme each year - there will be no fixed Workprogramme for the whole programme as previously.
In addition to the fixed deadline Calls, there will be a continuous submission scheme for the open domain of future and emerging technologies, and for a number of IST programme support measures. IST-Arbeitsprogramm erhält eine öffentlich zugängliche Homepage
Der Entwurf für das Arbeitsprogramm des thematischen Programms "Informationsgesellschaft-Technologien" (IST) findet sich jetzt auf der Homepage des IST-Programms.
Es handelt sich jedoch noch nicht um die endgültige Version des 1999er Arbeitsprogramms, sondern um eine Vorschau. Die jetzt vorliegende Fassung ist die gleiche, die anläßlich des IST-Informationstages in Paris am 22. Februar 1999 verteilt wurde.
Die endgültige Fassung des Arbeitsprogramms, die in allen offiziellen Sprachen der Gemeinschaft veröffentlicht wird, soll in Zukunft ebenfalls auf der IST-Hompage verfügbar sein.

EXPLOIT Interactive
Pre-announcement for Exploit Interactive Web Magazine
Exploit Interactive, to be launched in March '99, is a new web magazine for the European Library and Information professional.
As part of the Telematics for Libraries EXPLOIT project (a supporting measure in the Telematics for Libraries programme) Exploit Interactive aims to disseminate the results of the 100+ projects. It will promote awareness and exploit transferable project deliverables, along with supporting articles from the broader Library community.
The magazine will serve as a meeting place for all interested parties including project holders, users and potential users of project deliverables and commercial organisations sub-contracted within the European library community. It will be interactive, making use a variety of new technologies (e.g. the Java Crossword Puzzle, demonstrations within articles, etc.).
Exploit Interactive will seek to obtain input /feedback using electronic and traditional means to ensure that it evolves to meet the needs of the Telematics for Libraries community.
The magazine will be released in March. It will be available from the URL: <http://www.exploit-lib.org/>
The Exploit Interactive editors (Bernadette Daly and Philip Hunter) are looking to deliver a quality publication by soliciting articles from the library and information networking communities and by setting up a mailing lists for "Friends of Exploit Interactive" - which can include regular columnists, occasional contributors, people who can commission articles and news items (e.g. in their organisation, group or country), people who can forward announcements on the availability of Exploit Interactive and people who can provide suggestions for future editions, comments on the service, etc.
