Europäische Bibliotheken machen weitere Fortschritte
Europäische Bibliotheken haben sowohl qualitativ als auch quantitativ bedeutende Fortschritte in Bezug auf die Entwicklung öffentlicher Websites für Bibliotheken gemacht. Zu den entwickelten Dienstleistungen gehören technisch ausgeklügelter Zugriff für die Benutzer sowie Verbindungen zu bzw. Hinweise auf andere Themen. Den Projekten wurde durch das Programm Telematik für Bibliotheken Hilfe zuteil.
Vernetzte Informationen über europäische Bibliotheken nehmen weiterhin zu. Die größte Expansion hat in den nordischen Ländern und den Niederlanden stattgefunden, wobei inzwischen 247 finnische Bibliotheken auf dem Web zu finden sind. Es sind Webseiten mit Informationen über mehr als 100 EU-Projekte angelegt worden; einzelstaatliche Projekte haben ebenfalls einen bedeutenden Beitrag geleistet.
Durch weitere Bemühungen auf dem Gebiet Öffentlicher Bibliotheken ist ein reichhaltiger Bestand an zugänglichen Ressourcen in einer Vielzahl von Sprachen geschaffen worden. Es ist damit zu rechnen, daß sich dieser Trend weiter fortsetzt, da die meisten Staaten inzwischen beabsichtigen, Bibliotheken in der Informationsgesellschaft zu unterstützen.
Öffentliche Bibliotheken nehmen im Web einen besonderen Platz ein, da sie eine zunehmende Rolle dabei spielen, allgemeinen Zugriff auf Netzinformationen sowie einen Überblick über ihre eigenen Kataloge und Dienstleistungen zu vermitteln. Es wird geschätzt, daß weit über 1000 Öffentliche Bibliotheken in ca. 30 europäischen Ländern inzwischen auf dem Web vertreten sind.
Es gibt allerdings nicht unbedeutende sprachliche Probleme. Während einige Staaten ihre Web-Ressourcen auf Englisch betreiben, werden andere zunehmend in ihrer Nationalsprache abgefaßt.

EQUINOX -
Library Performance Measurement and Quality Management System
European libraries are increasingly aware of the need to develop and utilise methods of measuring the performance of library services within a framework of quality management. Extensive work has been carried out on performance measurement of traditional library services, and indeed the international standard ISO 11620 offers libraries a range of indicators of library performance and benchmarking. There is now however, an urgent need for this work to be expanded, to include the development of performance measures within the networked, electronic environment.
The EU-funded research project EQUINOX: Library Performance Measurement and Quality Management System aims to address this need. A major strand of work within the project will develop international agreement on standard performance measures for the electronic library environment, building on existing agreements for traditional library services.
A second major aim of the EQUINOX project is to develop and test an integrated quality management and performance measurement software tool for library managers. With the increasing use of electronic resources and services in libraries, the EQUINOX tool will help libraries to understand and better manage their traditional workflows and organisation of tasks, the ways they interact with their users and staffs, their interactions with other departments and services in their organisation, and their interactions with their suppliers. Large-scale trials of this tool will be carried out in various types of libraries (public, academic, and special) across Europe.
The EQUINOX project builds on the recommendations and findings of earlier EC projects including EQLIPSE, MINSTREL, DECIMAL and DECIDE, and on the CAMILE Concerted Action. The project team consists of seven partners:

Extension of the MoU Initial Signatory Period, Including a Change of the Election Dates
The new co-operation framework in the form of the Memorandum of Understanding (MoU): 'Multimedia Access to Education and Training in Europe - A Partnership for a Common Approach to the Production and Delivery of Learning Technologies, Content and Services' (vgl. BIBLIOTHEKSDIENST 12/98, S. 2141) has been enthusiastically received.
Already over 200 organisations or companies have signed the MoU as Initial Signatories. At the same time, there are already over 100 nominated candidates for the 20 Steering Committee posts to be filled in the electronic election and nominations will only be closed at the end of the Initial Signatory period. Over 100 proposals have also already been received for MoU Special Interest Groups (SIG). To consider, consolidate and elaborate these proposals, an electronic discussion forum will be opened through the MoU website.

Regional Information Society Initiative (RISI)
The Regional Information Society Initiative (RISI) is a joint approach in the field of employment and social affairs. It combines Article 6 of the European Social Fund (DG V) and Article 10 of the European Regional Development Fund (DG XVI) in co-operation with DG XIII. The total budget is 20 million ECU.
RISI aims to ensure that less favoured regions within the EU find ways to participate in the Information Society (IS) and use it to their advantage. Most RISI pilot projects have been working since early 1997.
RISI is divided into two strands, RISI I and RISI II. RISI I concentrates on the development of an IS strategy and an action plan for a specific region. It funds 22 projects for periods ranging from 18 to 24 months.
RISI II projects involve several regions in different Member States in a collective attempt to develop applications demonstrating best practice in the use of ICTs. RISI II supports nine inter-regional pilot applications with a duration of 24 to 30 months.
A RISI II project of particular interest to libraries:
ISTAR - a network of public libraries
(UK lead partner: Essex. Further UK partner: Northern Ireland).
The ISTAR project develops the potential of an interactive network of public libraries by providing access to information and training resources with advanced ICTs to SMEs, teleworkers, and open and distance learners. The provision of infrastructures, on-site services and trained staff is part of the remit. Other partners in this project are Central Macedonia in Greece, and Thuringia in Germany.
